Proposed Resolution Opposing Ballet Measure 36 |
Over the past week, I (Kate) have spoken individually to each of you regarding
Measure 36, which is a proposed Constitutional Amendment to the Oregon
Constitution on our November 2004 ballots. The attached proposed resolution
has been prepared by Cate and myself, and is made part of the Council packet
at my request.
Although I appreciate your comments that Council should not take positions
on specific ballot measures, Measure 36 is a constitutional amendment. This
amendment has potential direct impact to our citizens and our ability to
govern.
The principal objection to the Measure is that the Constitution generally
confers broad affirmative rights for all citizens. This measure would add
a statement that allows discrimination against a class of people. Cate and
I do not believe this is an appropriate addition to the Constitution.
We believe it is appropriate to respond to this Measure because of the steps
taken by past Councils to respond to the needs and interests of some of our
constituency. Ashland has a registry for domestic partnerships and extends
benefits to same-sex couples in City employment.
We often speak of respecting the diversity in our community. We have an active
gay and lesbian community in town, which contributes to the economic and
cultural vitality of our City. These people form an integral part of our
community.
