Title:	Adoption of Findings for Planning Action 2003-118 Approving a Physical Constraints Review Permit for the Purpose of Constructing a Single Family Dwelling on Land Zoned R-1-7.2, Classified as Hillside Lands and Within a Residential Historic District in Ashland, Oregon. Synopsis:	On November 12, 2003, the Planning Commission Hearings Board approved the Physical Constraints permit for this property.  A timely appeal was filed and the City Council held a public hearing on April 6, 2004, and continued the hearing to April 8, 2004 at which time they upheld the decision of the Planning Commission Hearings Board and approved the request, with conditions.  The findings supporting that decision are attached to this communication.  The findings were prepared by the applicants' agent and reviewed by City staff.
Recommendation:	Staff recommends that the City Council adopt the findings as presented.
