Synopsis: The council approved the annexation of this property on February 4, 2003, and adopted first reading of this ordinance on December 16, 2003. This ordinance withdraws the property from Fire District No. 5.
Recommendation: Move to adopt the ordinance.
Fiscal Impact: The annexed property will become part of the city's tax base for purposes of property taxation.
Background: This is the third phase of a three-phase process for a "full consent" annexation (where all of the landowners and at least 50% of the electors residing in the area to be annexed have consented to the annexation). The first phase is the land use phase coordinated through the planning department where hearings are held before the planning commission and the council. That phase was completed in February 2003 when the council voted to approve the annexation.

The second phase was completed on December 16, 2003, when the council annexed the property by resolution.

The third phase involves the withdrawal of the annexed area from any special district. For Ashland, the only special district the city generally withdraws from is Jackson County Fire District #5. This phase involves a public hearing, which occurred on December 16, 2003, and council adoption of an ordinance withdrawing the area from the district.
