VI. CONSENT AGENDA: 1. Minutes of Boards, Commissions and Committees. • Historic Commission (December 3, 2003) • Airport Commission (November 2, 2003)

Second reading by title only of "An Ordinance Withdrawing an Annexed Area from Jackson County Fire District No. 5 (Russ Dale Annexation, 250 Clay Street). 3. First reading by title only of "An Ordinance Amending Section 10.30.020 of the Ashland Municipal Code to Simplify the Annual Consideration of Outdoor Burning Regulations by the City Council." 4. Reading by title only of "A Resolution declaring the city a hybrid entity under HIPAA." 5. Reading by title only of "A Resolution Urging a Yes Vote on Measure 30." (proposed by Mayor DeBoer)
