| Synopsis: |
The City of Ashland is an entitlement recipient of Community
Development Block Grant (CDBG) funds each year. In order to address CDBG
regulatory requirements the City must certify that the provisions of the
Housing and Community Development Act of 1974 relating to the replacement
of affordable housing units demolished or converted with the assistance of
federal funds are replaced within a short duration of their removal. Additionally
the City is required to comply with the Uniform Relocation Act (URA) to assist
low-moderate income households with relocation assistance when displaced
by activities undertaken with CDBG assistance. The Draft Anti-Displacement
and Relocation Assistance Plan addresses these requirements and the steps
the City will undertake to minimize the displacement of persons from their
homes in conjunction with assisted activities. Adoption of an Anti-Displacement
and Relocation Assistance Plan is a requirement of the CDBG program. |

Staff recommends adoption of the draft Anti-displacement
and Relocation Assistance plan. |

| Background: |
Each year the City certifies to HUD that we will uphold the requirements
of the Housing and Community Development Act and the Uniform Relocation Act
in order to receive Community Development Block Grant Funds. HUD noted the
lack of an Anti-Displacement and Relocation Assistance Plan upon monitoring
the City's CDBG program in September of 2002. Although the City has addressed
the provisions set forth in each Act noted above when past activities involved
displacement, the adoption of the attached draft plan would satisfy the
regulatory requirements for a plan outlining notification and relocation
assistance provisions. |
