Title: Public Art Placeholders in the Gateway Island

Synopsis: The Public Arts Commission (PAC) requests approval of four "placeholders" for public art: in the center of the island between the Library and the Fire Station, at the proposed bump out at the corner of Gresham Street and Siskiyou Boulevard, the vertical retaining wall in front of the Library and finally the area surrounding the Astro Gas station "Welcome Ashland" sign.
Recommendation: Staff recommends approving the placeholders as detailed in the attached request.
Fiscal Impact: The removal and replanting of the three trees in the center island will cost approximately $1000. Eliminating the two trees for the bump out at Gresham and Siskiyou Boulevard will cost the Siskiyou Boulevard project about $300 as the trees have already been purchased.
Background: In spring 2002, Council approved the final design of the improvements to Siskiyou Boulevard. During the two-year design process there was much discussion about placing public art in a variety of locations including the center island gateway, new bus shelters and more. However, at that time, the Public Art Commission had not yet been formed and there was not an obvious group to take on that element of the design.

The Public Arts Commission was formed in January of this year. At the request of the PAC, Paula Brown addressed the group at their regular meeting in late June. Paula indicated some potential locations for consideration for the placement of visual art including but not limited to the placeholders requested by PAC in the attached petition. She explained that she could not modify the council-approved Siskiyou Boulevard Plan and advised the group to make a formal request to Council.
