QUESTIONS ABOUT YOUR BILL

PAYMENTS
You may pay your bill in person at the Kiosk at 1175 East Main Street, by direct mail using the enclosed envelope, by calling (541) 488-6004, or online at www.ashland.or.us. The remittance address is City of Ashland, Utility Billing, 20 East Main Street, Ashland, OR 97520. For your convenience, payment drop boxes are located at the Plaza, Ashland Police Department parking lot, and SOU Stevenson Union. Payments are collected daily during regular business hours and posted the following business day.
 
PAST DUE
An account is considered past due when the current charges are not paid in full by the due date on the bill. If past due amounts appear on your bill and a payment arrangement is not made, services will be subject to disconnect. Services will be restored when the total past due amount and the reconnection fee has been paid in full.
 
PHYSICIAN CERTIFICATION
If the customer has obtained a written certification from a licensed physician indicating the termination of services would significantly endanger the physical health of any member of the customer’s household AND this certification has been filed with the Utility Billing office, no termination will take place. When filing such a certification, the customer must enter into an arrangement with the City and agree to pay any past due bills that accrue while the certification is in effect. The physician’s certification MUST be renewed ANNUALLY and filed with the Utility Billing office prior to expiration of the previous certification to avoid service interruption.

RETURNED CHECKS
If your bank returns your check for nonsufficient funds, you will need to remit payment in the form of cash, cashier’s check, money order, or Visa/Mastercard. In addition to the amount due, a returned check fee will also be required. Payments will need to be made in person at the Utility Office located at 20 East Main Street by the required date to avoid having your service disconnected.
 
MOVING OR REQUEST FOR DISCONNECTION
If you are moving and utilities/AFN services are in your name, you MUST complete a disconnect form or email our office and request your services be discontinued. You will be financially liable for the utilities/AFN services used until a disconnection request has been received or until another person has signed for the utilities/AFN services.
 
ASHLAND MUNICIPAL CODE 14.12.050
The City is not liable for interruption or shortage or insufficiency of electric power, or any loss or damage resulting from such, if the cause is beyond the City’s reasonable control.
 
ASHLAND MUNICIPAL CODE 14.05.100
The City assumes no responsibility for loss or damage caused by lack of water volume or water pressure. The City agrees to provide water service to the applicant and/or customer at pressures and volumes as are available in the water system. Water service is subject to shut-downs and variations required for the operation and maintenance of the water system.
 
ASHLAND MUNICIPAL CODE 14.02.090
Any customer may appeal the City’s decision to terminate service or its refusal to restore service, by submitting a written appeal stating the reasons for the appeal to the City Recorder, Ashland City Hall, during business hours. Upon receipt of the appeal, the City Recorder shall notify the Utility office, and if the service has not been terminated, the City shall not terminate service until after the matter has been acted upon by the City Council. The City Recorder shall present the appeal to the City Council at its next regular meeting, giving notice to the customer of the date, time, and location of the proposed hearing before the City Council. The decision of the City Council shall be final.
 
LIABILITY
The City of Ashland will not be liable for any loss incurred due to a disconnection for nonpayment of a utility bill.

Electronic Check - We accept electronic payments from checking accounts online at www.ashland.or.us
Automatic Withdrawal from Checking account – Please enroll online at www.ashland.or.us
Automatic Charge to Visa/Mastercard – Please enroll online at www.ashland.or.us
Equal Payment Plan – This program will equalize your annual utility bills over a 12 month period. If you would like more information, please email utilitybilling@ashland.or.us.
Senior Discount – If you are age 65, or age 60 and disabled, you may be eligible for a senior discount. For more information, please call the Senior Program at (541) 488-5342.
Electric Users Tax – The tax portion of your bill is calculated at 25% of all electric charges. This money is receipted to the City’s General Fund and pays for basic City services such as Police, Fire and Community Development.
Vacation/Travel – Do you anticipate being gone when your bill becomes due? If so, please notify our office and we will assist you with making an estimated advance payment.
Forwarding Mail – Due to cost, we do not ask the U.S. Postal service to automatically forward mail to a new or interim address. If you receive a paper bill and want it sent to an alternate address while away or in transition, please provide us with the specific address we are to use.
