On February 18, 2020, the City Council moved direct staff to produce the documentation to move forward with a $8.2 million 20-year General Obligation Capital Bond with a tax rate of $0.2090 per $1,000 of assessed value to pay for the construction of a City Hall, structurally rehabilitating the Community Center and Pioneer Hall, for the May 19, 2020 Jackson County election. Council directed Staff to work with the architects and have an expert in restoration work do a preliminary design and consult with the Historic Commission on what they would support in terms of the design of City Hall. On January 22, 2020 the Mayor’s revenue group held a Town Hall meeting on the group’s proposed capital facilities bond. The Town Hall consisted of a presentation, a question and answer period, and general comments. 

During that meeting the City committed to putting together a Questions and Answers post on the City website.  The City understands the importance of providing timely information and has provided as many answers to the questions that were asked as quickly as possible.  However, some questions have taken longer to process.  The Questions and Answers post will be added to as more answers are arrived at.  Please continue to check back for additional information.

June 15: Study Session where Council directed staff to have a new seismic study done on City Hall and the Parks and Recreation building.

December 7: A Facility Seismic Evaluation is completed by Miller Consulting Engineers, Inc.

2016

February 1: Council held a Study Session to continue the discussion of planning a replacement for City Hall and were provided with the Facility Seismic Evaluation from Miller Consulting Engineers, Inc. 

March 30: Request for Proposals (RFP) for feasibility study (siting options and space needs) is released.

April 27: Four proposals are received from architectural firms.

June 2: City contracted with Ogden Roemer Wilkerson Architecture (ORW) to conduct a feasibility study.

June 20: Council was presented with three potential options for replacing City Hall from ORW. 

September 1: City and ORW hold a public open house to accept input on the Communities’ priorities for a new City Hall.

November 21: Final  Feasibility Study provided from ORW.
 

January 17: Study Session where Council discussed forming an ad hoc committee on City Hall.

March 7: Business meeting where Council votes to create a City Hall ad hoc committee.

April 4: The Council approves the Mayor's appointment of the Ad hoc City Hall Committee. 

October 3: First recommendation from the ad hoc City Hall Advisory Committee to Council. 

December 4: Study Session where Council gave consensus to develop conceptual designs and costs for all three locations. 
 

January: Request for Qualifications (RFQ) for the design of a City Hall replacement is released.

March 2: RFQ closes with two proposals submitted.
 
July 3: Business Meeting where Council approved contract services with ORW Architecture for phase one of City Hall concepts design, and construction services. 
 

April 2: Business meeting where Council approved the 2019-2038 Capital Improvements Program (CIP) which included money for improvements to City Hall. 

October 15: Business meeting where Council approved moving forward with making all necessary seismic improvements, rebuilding the interior of City Hall, and look into the potential complete rebuild of the site as a two story level. Council also approved moving forward with phase two of the design contract. 

December 3: Business meeting where Council approved contract services with ORW Architecture for phase two of City Hall design and construction documents, specifically for a new two-story building.
