COST REVIEW AD-HOC COMMITTEE DRAFT MINUTES
WEDNESDAY, SEPTEMBER 4, 2019 3PM – 5PM
COUNCIL CHAMBERS

I.          CALL TO ORDER
The Cost Review Ad-Hoc Committee Meeting was called to order at 3:05 PM.
II.        INTRODUCTIONS
Dennis Slattery introduced the Committee Members. Roberta Stebbins, Pamela Lucas, Stefani Seffinger, Jim Bachman, Kelly Madding and Shane Hunter were present.  Mark Welch and Julie Akins were absent.
III.       DEVELOP COST REVIEW AD-HOC COMMITTEE PLAN
The Committee discussed meeting dates.  It was decided to have meetings the 1st and 3rd Wednesday’s of the month from 3-5 PM in September, October and November.  There will be one meeting the first Wednesday in December and continue with two meetings in January.  
The Committee discussed items that will be gone over:
  • Ambulance options.
  • PERS.
  • Health Care,
  • Central Services.
  • Police, Fire and Parks.
City Administrator Kelly Madding gave a background of the last budget cycle.
 
Madding suggested bringing Ashland Fire and Rescue(AFR) and Mercy Flights to a future meeting to hear from them and have a chance for the Committee to ask questions.
 
Some questions the Committee had regarding the ambulance issue was:
  • Differences in using AFR verses private company.
  • Cost.
  • Response time.
  • Service level.
  • Operation cost comparisons.
  • Policy changes.
 
 
It was decided to have Staff send AFR and Mercy Flights a list of questions from the Committee and invite them to a future meeting.  Madding spoke to the importance of getting all of the data for the Committee to do a proper analysis.   The Committee discussed that they would also be interested in hearing from Medford Fire and Fire District 3
The Committee discussed scheduling options.  It was decided to discuss PERS and Health Care at the September 18th Meeting.  
Slattery explained that this Committee is to educate and inform the Council and Community on these topics to make the best decisions.
  
IV.       ADJOURNMENT
 
The Meeting was adjourned at 4:22 PM
