Approval of minutes January 19, 2018
Minutes were approved. 
 
Citizen Issues
 
Watershed Art
Bussell gave an update on the proposed installation for the third and final public art piece for installation near the Bandersnatch trail. Seffinger informed Bussell that the total funds available for the piece is $4,500 ($3,500 from the Haines Foundation, $1,000 from additional donors) and the artist would like to increase the proposed size of 2x4 feet (8 square feet) to 3x5 feet (15 square feet) but would need a total of $7,000 for the increase size.  
 
The commission discussed the size and possible contribution of additional funds.  They agree that 9 square feet should be the appropriate scale for the site and asked that a proportional mock-up of the proposed piece based on funds raised by the Watershed Art group be placed at the site. Bussell and Garrington will review the mock-up on site and report back to the group.  The commission agreed that they could not allocate additional funds for the project. In addition, the PAC requested the artist submit a description of the proposed piece with final design and dimensions to be reviewed at the March PAC meeting.  Bussell will follow through with Stef Seffinger.
 
Friend will present the final design to the City Council for final approval, as is required in AMC 2.29, at a future council meeting. 
 
Council liaison update
None. Greg Lemhouse, council liaison to the PAC has stepped down from his council position.  A new council liaison has not yet been appointed. 
 
Update on Gateway
The artist, Susan Zoccola will return to Ashland to apply a final finish to Threshold to brighten the silver and copper tones.  Parks will add soil and plants in the next few weeks. Once the finish has been applied and the plants installed, the PAC will order a plaque for the piece arrange a ribbon cutting ceremony later this spring.
 
Update on Going Public: Public Art Development Workshop
Friend provided a general update of the workshop planning with SOU, the Oregon Arts Commission and the Oregon Center for the Arts and will forward the list of panelists with bios to the PAC.  The invitation will be ready in the next few weeks and PAC members will send the invitation to their list of contacts.  The tickets are $25 and include lunch.  Tickets must be purchased in advance.  The event is scheduled for April 21, 2018.
 
Other
Both Bussell and Garrington will complete their current PAC term in April.  There was general discussion and brain storming on recruiting new members.
 
This is Seltzer’s final PAC meeting.  A new staff liaison has not yet been appointed. The City Administrator has indicated that the new staff liaison will be from the Community Development department. Friend will meet with the director of the department in the next few weeks to discuss the staff liaison replacement.
