Call to Order
The meeting was called to order at 8:30 a.m. 
 
Garrington announced that Krista Hepford has resigned from the PAC and Richard Newman has applied and will meet with the Mayor next week.
 
Minutes: Minutes of the September meeting were approved with corrections
 
Utility Box A Street and Oak Street
Garrington, Clark and Bussell all checked the box and agree that it differs from the design approved by the selection panel.  Discussion centered on the importance of honoring the selection panel and requiring the artist to re-paint.
 
The artist has been paid $125 of the $250 total.  Seltzer will notify the artist and explain the options.  Once the box is painted over and primed for painting, the artist can either paint the box and follow approved design and after approval by the PAC will be paid the remaining $125.  No additional funds will be provided for paint.  If the artist chooses not to re-paint, the box will remain unpainted but primed for future painting.
 
Seltzer will email the artist and include the PAC.  Seltzer will notify the selection panel of the PAC decision.
 
Future of Utility Box Program
This item has been postponed to a future meeting when more time can be allotted.  It was suggested that rather than pay the artist half and half, payments should be made in thirds with a check point prior to the second payment and approval of work prior to the final payment.
 
Gateway Artists Presentation
The PAC discussed the format and location of the presentation of concepts by the Gateway artists in September 2015.
 
They agree that it is important to engage the community in the presentations but also important to structure the presentations so that the community is not designing or re-designing the concepts.  It was suggested to have two presentations: one during the day at the library and one in the late afternoon or evening at Council Chambers and that we should have a facilitator to structure the presentations.
 
The presentations will occur on either September 9, 10 or 11 in 2015.  Clark will check room availability at the Library, Seltzer will check availability at the Council Chambers and if possible to televise the meeting.  Bussell noted that one of the artists is hearing impaired. 
At a future meeting, the PAC will begin to discuss possible selection panel members.
 
Mural Process Review
Friend presented her proposed amendments to the existing mural process which adds an additional “check point”.  M/S Bussell/Garrington to add the amendment to the existing mural process.  Motion was approved.
 
Public Art Inventory Update
Due to the Chamber numerous projects and special events the public art inventory will move forward after the holiday season.
 
Public Art on pathway between Thomas Theatre and East Main
The PAC briefly discussed this project.  Seltzer clarified she is waiting on a topographical survey map which will indicate which areas are city-owned and which are private and then will meet with the property owner.  Bussell and Clark will tour the site and begin to develop a question work sheet for PAC to discuss.
 
Update to the City Council
Garrington will provide an update to the City Council on Tuesday, October 21.
