TREE COMMISSION MINUTES
June 7, 2012
 
 
CALL TO ORDER –Ashland Tree Commission meeting was called to order at 6:02 p.m. on April 5, 2012, in the Siskiyou Room in the Community Development and Engineering Services Building located at 51 Winburn Way, Ashland, Oregon.

Roland motioned, Schmitt seconded the approval of the May 3, 2012 Regular meeting

TYPE I REVIEW
PLANNING ACTION:         PA-2012-00575                                  
SUBJECT PROPERTY:       1155 East Main Street
APPLICANT:                                    City of Ashland/Ashland Police Department
DESCRIPTION:                   A request for Site Review approval to construct a 3,016 square foot addition and associated site improvements for the Ashland Police Department located at 1155 East Main Street. This addition is the first phase of a multi-phase project over the next five years; subsequent phases will include a 1,975 square foot addition, additional parking, and site improvements to bring the site more in line with current standards.
COMPREHENSIVE PLAN DESIGNATION: Employment; ZONING: E-1; ASSESSOR’S MAP #: 39 1E 10; TAX LOT #: 900
 
Pina gave the starr report. Meyers and Schidtt conducted a site visit. Pina stated that because the trees that are slated for removal are less than 18” DBH and on City property, that a tree removal permit in not required. However staff would like to have the Tree Commission’s comments regarding the landscaping and tree selection. Steve Wolf, an adjacent neighbor to the west, noted that trees 24 and 25 currently provide a visual barrier from the tower that sits at the location. He would like to see “softening” of the tower at all possible. The Commission noted that Tree #50 was transplanted to that location several years ago and it appears to thrive at that location. But as it’s slated to be removed, the Commission recommended that the pavement be adjusted in this area as to not remove this tree.  
 
 

PLANNING ACTION:         PA-2012-00597          
SUBJECT PROPERTY:       542 Allison St.
APPLICANT:                                    Mary Beth Lee
DESCRIPTION:                   A request for a Tree Removal Permit to remove an approximately 18-inch DBH Spruce Tree located in the rear yard of 540/542 Allison Street. The tree is not considered a hazard but has a distinct lean towards the alley.
COMPREHENSIVE PLAN DESIGNATION: Low-Density Multi-Family; ZONING: R-2; ASSESSOR’S MAP #: 39 1E 09CA; TAX LOT #: 13700
 
Piña presented the staff report. Commissioners visited the site. All commissioners agree that this is not the right tree in the right location, therefore recommends removal as presented.  
 
DISCUSSION ITEMS
Pina stated that with the Plaza Design being awarded to a Landscape Architect in the coming weeks, the City would like to get responses from applicable Commissions rather than having the design team get bogged down in attending each commission separately.
 
Roland recommended that we get “No Topping: signs that are attached to our Tree City USA signs at the entrance of our City. Pina said that he will follow up in seeing how and if this is possible.
