CALL TO ORDER –Ashland Tree Commission meeting was called to order at 6:02 p.m. on April 5, 2012, in the Siskiyou Room in the Community Development and Engineering Services Building located at 51 Winburn Way, Ashland, Oregon.

APPROVAL OF MINUTES
Peddicord motioned, Schmitt seconded the approval of the April 5, 2012 Regular meeting
WELCOME GUESTS & PUBLIC FORUM Maria Harris, Planning Manger. Harris discussed the upcoming code unification project that the Community Development will undertake for the next 12 months. This project looks to simplify the Land Use Code into four sections, making it more user friendly for both citizens and staff.
TYPE I REVIEW
PLANNING ACTION: PA-2012-00434 SUBJECT PROPERTY: 843 B Street APPLICANT: Chris and Molly Holzshu DESCRIPTION: A request for a Site Review approval to construct a 492 square foot Accessory Residential Unit above a two vehicle garage adjacent to the alley for the property located at 843 B Street. Residential units less than 500 square feet in size are considered Accessory Residential Units according to Ashland Municipal Code 18.24.040 COMPREHENSIVE PLAN DESIGNATION: Low Density Multi-Family Residential; ZONING: R-2 ASSESSOR’S MAP: 39 1E 09AA; TAX LOT: 7500
Piña presented the staff report. The application does to propose to remove any trees as part of the application, but to install the necessary services to B Street between the root zones of two trees within the property. The applicant has proposed to install fencing on the construction side of the fencing. The Commission recommended approving the plan as submitted.
PLANNING ACTION: PA-2012-00348 SUBJECT PROPERTY: 564 Liberty St. APPLICANT: Shane Smith / Laurel Merchant DESCRIPTION: A request for a Conditional Use Permit for a 480 square foot Accessory Residential Unit to be located at the rear yard at 564 Liberty Street. The proposed Accessory Unit will be accessed from the alley. COMPREHENSIVE PLAN DESIGNATION: Single-family Residential; ZONING: R-1-7.5; ASSESSOR’S MAP: 39 1E 16AA; TAX LOT: 6600
Piña presented the staff report. The application does to propose to remove any trees as part of the application, but to install fencing around the pine tree located between the proposed location and the alley, and to have an arborist on-site to supervise the construction. The Commission recommended to approve the plan as submitted.
DISCUSSION ITEMS
Now that Earth and Arbor Day celebrations are finished, The Commission discussed future projects to work on. They also discussed moving forwards with planting a tree at Science Works.
Lemhouse discussed recent Council discussion such as the Time-Out ordinance and Plaza improvements.
