ASHLAND CONSERVATION COMMISSION
MINUTES
6 p.m. – September 23, 2009
CommunityDevelopment Center

CALL TO ORDER
Chairperson Finney called the meeting to order at 6:05 pm.
Attendees:
    Risa Buck, Russ Chapman, Ross Finney, Shelley Lotz, Jim
    McGinnis and David Runkel were present. Stuart Corns and
    Jim Hartman were not present, excused.

    City Council Liaison: Kate Jackson
    Staff Representative: Dan Cunningham

APPROVAL OF MINUTES
Chairperson Finney asked for approval of the minutes for August 26, 2009.
 
Commissioner Chapman moved to approve the minutes for August 26, 2009 and Commissioner Lotz seconded the motion.
 
Voice Vote: All Ayes. The motion passed with a unanimous vote.
 
PUBLIC FORUM
No one present to speak.

ANNOUNCEMENTS
Next Meeting- October 28, 2009

Chairperson Finney wanted to open up the opportunity for another Commission member to attend the Mayor’s brown bag lunch.
This monthly dialogue (4th Friday of each month) is a round table open forum and each representative has a few minutes to talk about their Commission. Kate Jackson offered to go on September 25th.

The Car Free Event seemed to have less participation than prior years, marketing/outreach seemed slow this year.
The Conservation Display Board needed some minor repairs.

ASHLAND SANITARY & RECYCLING UPDATE

Commissioner Chapman and Buck updated the Commission for September.

Ashland Sanitary has sold their company to Ecology, due to one partner’s retirement. Commissioner Chapman gave the Commission some background about the new company
and plans to retain employment with them for a few years.

Commissioner Buck reported Coop is looking into reverse vending machines, mainly because the bottle returns have increased since January.

Earth Day preparations are beginning.
 
Electronics Recycling—In June there was 5 tons processed, and in July there was 9 tons, August 2.8 tons.

Latex Paint—3.9 tons

Compost Classes at Recycle Center
Commissioner Buck thanked all the Commissioners who attended the classes. This topic Is an agenda item under New Business.


Wastewater Treatment Plant Tour—Commissioners Finney, McGinnis, Hartman, Runkel attended.

Josephine County Hazard Waste Collection—Will be October 2nd and businesses are only by appointment on October 3rd in Grants Pass at 1381 Redwood Ave. The cost is $5 per car, call 479-5353 for more information.

#2 Plastic RoundUp Jackson County--- Will be October 23 and 24th at the Ashland armory on E Main sponsored by JCRP and Master Recyclers. Cost: $5.

Leaf Bag Program-Agenda Item

Free Leaf Day, November 9th and 23rd


OLD BUSINESS
  Croman Advisory Committee
    Commissioner Chapman explained the committee is
    reviewing the land use matrix, and reviewed some of the
    goals for the land use area, traffic control, parking, and jobs
    per acre. There was discussion that followed regarding
    buildings and restrictions.


  Sub-Committees
     The Commission reviewed each subcommittee, as time
     allowed, to format a memo to the City Council with responses
     to their Vision and Value Statement.

NEW BUSINESS

 Future of Compost Classes
  Set aside for next meeting

 Funding for Compostable Leaf Bag Program
    Commissioner Buck motioned the commission would pay up
    to $250.00 for reimbursement on the Leaf Bag promotion. 
   Commissioner Lotz seconded the motion.
 
Voice Vote: All Ayes. The motion passed with a unanimous vote.
