January 18, 2008

Regular Meeting

Attendance:

Commissioners:  Markell, Bussell, Longshore, Wilkerson, Anderson, Seltzer (staff liaison), Hardesty (council liaison)

 

Absent:

Pugh, Douglas

 

Guests:

Tom Phillips and Derek Severson (Planning Department),

 

Chair Markell called meeting to order at 8:20 a.m.  Minutes of November 16 approved. M/S Longshore/Anderson

 

Moddison gave a recap of her capstone project working with the PAC on the development of the Master Plan.  She expressed she learned so much about local government, public art, and public involvement and has completed her final report and submitted it to her capstone advisory professor. 

 

She thanked the commission for the opportunity to be involved. 

 

Tom Phillips and Derek Severson gave an update on the progress of the Carole Wheeldon memorial bench to be located on the gateway island between the Library and Fire Station.  Philips is a fine word worker and at the request of the Wheeldon family has been asked to develop conceptual drawing of the bench.  He is suggesting, though it has not been finalized, that it be made of local materials (stone and wood).  Wilkerson indicated that a 31 inch sequoia tree must be removed at Briscoe School and he may be able to give that wood for the bench. 

 

PAC voiced their support for the project and asked to be “kept in the loop” as the project moves forward.

 

The group discussed the Lloyd Haines gift of public art and decided not to form a selection panel but to make the decision themselves.  M/S Anderson/Wilkerson the PAC will make the decision whether or not to accept the give in lieu of a selection panel and requests staff prepare possible criteria and conditions of acceptance for review by the PAC at the February meeting.  Motion passed 4-1.

 

Brief discussion of Lloyd Haines draft amendment to sign code.  Staff explained that the draft was sent to the City Administrator requesting it be reviewed by council in February.  The City Administrator replied that there are many steps involved prior to it coming to the council including legal review, review by the PAC, Planning Commission etc.  Staff will review the draft and provide comments to the PAC at the February meeting.
