Regular Meeting Minutes

Consent Agenda

Minutes of the November 19 meeting were approved. Benson motion, Bayard second.

Committee Reports

· Calle: Bayard reported that the committee discussed moving on to Phase II RFP. Jim Young has a plan to involve the schools by having students write essays about the theme, and perhaps also encouraging their own sculpture making in response to the theme. The commission was generally in favor of this kind of outreach.

The Parks and Recreation Commission unanimously approved the selection of the proposal by artist Sue Springer of Illahe Tile. Bayard will set up a meeting with the artist, architect, city planner and contractor to get everyone on the same page.

· Policy and Procedures: No new action. Bayard asked Longshore to help. Todd suggested he was also on that committee. New information as a result of the first selection process could be added. Bayard suggested working on drafts via email. This brought up the idea of what constitued a public meeting and if everyone should be contacted when policy draft ideas were mailed around. Bayard offered to meet with Christensen to ask specific questions about email in general and about developing policy specifically.

· Funding Jackson and Bayard to work on face to face campaign. Bayard to develop insert for fundraising brochure, now that Phase I of Calle has something more specific to show.

· McGee Benson and the committee had a "walkaround" of downtown Ashland to reinvestigate city owned property that might be appropriate for the memorial sculpture. Potential spaces were between OSF New Theatre and Earthly Goods building, corner of Lithia Way and Pioneer adjacent to Naturals, Main and Pioneer near Clay Angel.

Downtown Plan

Jackson reported that the Planning Department is intending to hold public hearings for input on the plan. She is hopeful the PAC can review the plan and make recommendations regarding public art.

Items from Commissioners

Concern about the planned Christmas tree at the island gateway were brought up and out of the brief discussion there was consensus that this was not something we could recommend for or against. The only real issue it brought up was would the tree block any potential sculpture at the island. It might, but there was nothing to be done about it.

With no further business the meeting was adjourned.
